How does NC's Elderly & Disabled Homestead Exclusion work?

Quick answer

NC's Elderly or Disabled Homestead Exclusion (per NCGS § 105-277.1) excludes the greater of $25,000 or 50% of the appraised value from property tax for qualifying homeowners. To qualify in 2026: be age 65 or older OR permanently and totally disabled, own and occupy the home as your permanent residence on January 1, and have 2025 income ≤ $38,800 (the income limit applicable for the 2026 tax year).

Apply with the county tax assessor by June 1, 2026 for the 2026 tax year. This is one of the most underused tax-relief programs in NC — eligible retirees often miss it because their first interaction with NC property tax doesn't surface it.

For retirees moving to WNC from Florida or elsewhere, NC's Elderly/Disabled Homestead Exclusion can substantially reduce annual property tax — especially in counties like Macon and Jackson where the underlying rate is already low.

Eligibility checklist (2026)

  1. Age or disability: Be age 65 or older OR be totally and permanently disabled (as defined by Social Security or a physician's certification).
  2. Income limit: 2025 income (the year preceding the tax year you're applying for) must be ≤ $38,800. Income includes federal adjusted gross income PLUS Social Security, pension/annuity income, and similar.
  3. Ownership + residence: Own and occupy the property as your permanent residence on January 1 of the tax year.
  4. Application: File application with the county tax assessor by June 1.

How much does it actually save?

The exclusion removes the greater of $25,000 OR 50% of appraised value from the property tax base. Example calculations at WNC tax rates:

$300K home in Macon County (0.38% effective rate):

  • Without exclusion: $300K × 0.0038 = $1,140/yr
  • With exclusion (50% of $300K = $150K excluded): $150K × 0.0038 = $570/yr
  • Annual savings: ~$570

$500K home in Macon County:

  • Without exclusion: $500K × 0.0038 = $1,900/yr
  • With exclusion (50% of $500K = $250K excluded): $250K × 0.0038 = $950/yr
  • Annual savings: ~$950

Two other NC property-tax relief programs to know

Per NC General Statutes Chapter 105, three property tax relief programs exist for qualifying homeowners. You can only use ONE per tax year:

  1. Elderly/Disabled Homestead Exclusion (NCGS 105-277.1) — covered above; greater of $25K or 50% exclusion at $38,800 income limit.
  2. Disabled Veteran Homestead Exclusion (NCGS 105-277.1C) — excludes up to $45,000 for honorably discharged veterans with 100% service-connected permanent and total disability rating, or for the unremarried surviving spouse. No income limit.
  3. Property Tax Homestead Circuit Breaker (NCGS 105-277.1B) — caps annual property tax at 4% of income for qualifying homeowners. Income limits apply (typically higher than the standard exclusion). Excess tax is deferred (not forgiven) and accumulates as a lien on the property.

For most WNC retirees on Social Security + modest pension/IRA income, the standard Elderly/Disabled Homestead Exclusion (program #1) is the best fit. Veterans should check program #2. Higher-income retirees who don't qualify for #1 should consider whether the Circuit Breaker (#3) makes sense given the lien-on-property dynamic.

How to apply (Macon County example)

  1. Get Form AV-9 (Application for Property Tax Relief) from the county tax assessor or the NC Department of Revenue.
  2. Complete the form including age/disability documentation and the income disclosure section.
  3. Submit to your county tax assessor's office by June 1 of the tax year. Macon County Tax Department: maconnc.org/TaxProperty.
  4. If approved, the exclusion is applied automatically each year you remain eligible — no need to reapply annually unless your status changes (income, ownership, residence).
