A note on timing: this edition posted on September 8, later than I'd like. Every figure below is labeled with the data month it came from, so you can see exactly how fresh each one is, and the September report carries the newest numbers.
Here's the August snapshot in one paragraph: the 30-year mortgage averaged 6.67% across August's four weekly prints (Freddie Mac), up from a 6.54% July average and well above the 5.98% low the year set back in February. County sale data through the June 2026 month put Macon's median sale price at $355,000, Jackson at $451,000, and Swain at $428,250, on 63, 43, and 18 closings respectively. Zillow's smoothed index for June had Franklin at $303,977 and Sylva at $334,095, effectively flat on May. The date to plan around was October 1.

Rates: August is where the easing stopped
The July report closed at 6.43% on July 2 and called the direction friendlier. It wasn't. Every remaining July print came in higher, at 6.49%, 6.55%, 6.58%, and 6.66%, and August opened at 6.69% on August 6, the highest print of the year to that point. The rest of the month held a narrow band: 6.67%, 6.65%, and 6.66% on August 27. Four prints, a 6.67% average, and no real relief in any of them.
The 15-year told the same story more quietly, opening the month at 6.01%, dipping to 5.95%, and finishing at 5.98%. On a $300K loan, the move from the July 2 print to August's average is about $47 a month. Not decisive on its own, but it stacked on top of a rate that had already climbed most of the summer. Prices: the June county numbers, and why I don't lead with them
Redfin's June 2026 county medians: Macon $355,000, up 1.4% year over year on 63 closings. Jackson $451,000, up 21.6% on 43 closings. Swain $428,250, up 25.4% on 18 closings.
Look at those closing counts before you look at the percentages. Swain County recorded eighteen sales in June. A median built on eighteen transactions moves several percent if one cabin closes instead of another, so a 25% year-over-year gain there tells you almost nothing about what a Bryson City house is worth. That is the whole reason I quote a smoothed index for trend and save the monthly medians for context.
Zillow's smoothed index for the same June data month: Franklin $303,977, Sylva $334,095, Bryson City $325,234, Waynesville $360,580, Highlands $1,061,066, Cashiers $1,438,870. Against May, Franklin moved $262 and Sylva moved about $1,180. Flat, in other words, which is the honest description of what our value-tier towns did all summer.
If you want the sharpest version of this argument, the September report shows what these same county medians did in July. One of them moved 95% in a single month.
Negotiation and pace in June
Sale-to-list ran 95.6% in Macon, 96.3% in Jackson, and 94.9% in Swain. Median days on market were 77 in Macon, 55 in Jackson, and 85 in Swain. Price drops touched 20.5% of Macon listings, 23.7% of Jackson listings, and 18.4% of Swain listings, all per Redfin's June data month.
The through-line all summer has been the same: well-priced homes move, over-priced homes sit and then cut. About one in five listings in each of these counties took a price reduction in June.
The two fall dates that were already on the calendar
First, October 1, 2026. If you own or are buying a rental cabin or a second home, the dwelling-policy settlement's first 5% step takes effect that day, with a second 5% following on October 1, 2027. That settlement, reached April 22, 2026, replaced the 68.3% two-year increase the NC Rate Bureau had requested. The 5% is a statewide average and varies by territory.

Second, November 3. Senate Bill 1080 puts a constitutional amendment before NC voters that would lower the state's income-tax cap from 7% to 3.5%. It passed the Senate 30 to 18 and the House 73 to 46. It does not change the 2026 rate, which is 3.99% and already scheduled to drop to 3.49% next year. One Macon note: the 2027 reappraisal
Macon County Tax Administrator Abby Braswell told county commissioners on April 16, 2026 that the 2027 reappraisal is projected to add about $3.75 billion to the tax base, roughly a 30% average increase countywide, with values set as of January 1, 2027 and all parcels updated to 100% of fair market value by that February.
A 30% assessment increase is not a 30% tax increase. State law requires the county to publish a revenue-neutral rate with the new values, and Braswell told commissioners the revenue-neutral rate would come in below the current one. If you bought in Macon this year you bought on a 2023 assessment, and next year is the catch-up. Jackson isn't due until 2029; the mechanics are in my Macon-versus-Jackson comparison.
What mattered in August
Buyers: August was the month to stop waiting for a rate dip and start underwriting the payment at the rate in front of you. Sellers were closing at 95% to 96% of asking, so the negotiation was doing more work than the rate was.
Sellers: the summer's lesson repeated itself. Homes priced to the smoothed reality moved in under 90 days; homes priced to a neighbor's headline sale sat and then cut. Market questions I got in August
Did mortgage rates come down in August?
No. August's four prints were 6.69%, 6.67%, 6.65%, and 6.66%, averaging 6.67% against a 6.54% July average. The month opened at what was then the highest print of 2026, and rates went on to set a new high in early September.
Swain County was up 25% year over year. Is that real?
Not in the way it reads. That figure is a single-month county median built on eighteen closings, and eighteen sales is far too small a sample to carry a percentage like that. Zillow's smoothed index had Bryson City essentially flat at $325,234 in the same month. Trust the smoothed index for direction and real comps for value.
What changed since the July report?
Rates kept climbing rather than easing as the July edition suggested they might. Values stayed flat. The insurance and tax calendar was unchanged. The July edition stays up for comparison, and the September edition picks up from here.
